Listed tribunals

A new statutory structure for certain statutory tribunals was created by Part I of the Tribunals, Courts and Enforcement Act 2007. It provides a unified structure for tribunals and recognised legally qualified members of tribunals as members of the judiciary.

An Administrative Justice and Tribunals Council has been set up to keep under review, and report on, the constitution and working of the listed tribunals (the tribunals under its supervision), in general and individually.

The following tiers have been created:
Chambers in the First Tier:

Social Entitlement
General Regulatory
Health, Education and Social Care
Taxation
Land, Property and Housing

Upper Tribunal Chambers:

Administrative Appeals
Lands
Finance and Tax

A Tribunals Procedure Committee has been established to make and amend rules governing the practice and procedure in the First-tier Tribunal and Upper Tribunal.
The Employment Tribunal and the Employment Appeal Tribunal will be separate from the First Tier and Upper Tribunal, although there will be close links between them.

The Upper Tribunal will be a Superior Court of Record that can deal with appeals and judicial reviews.
